Initial Data and the Terms and Conditions for Joining
The connection of consumers’ real estate properties to the
water supply and sewerage (water and sewerage) networks is carried out in accordance
with the provisions of the Spatial Planning Act (SPA). The conditions,
technical requirements, and procedures for connection are regulated by Ordinance
No. 4 of September 14, 2004, issued by the Minister of Regional Development and Public Works
, and the General Terms and Conditions (GTC) for the provision of water and sewerage services
to consumers by the water and sewerage operator “Water Supply and Sewerage” EAD,
Burgas, on the basis of which these instructions are issued.
Connection to the water and sewer systems is carried out on the basis of a written
Application for receiving initial data and conditions for connection to the water
supply and/or sewer network /Appendix 1/ from the
CONTRACTING AUTHORITY or the APPLICANT—in cases under Article 13 of Regulation No
. 4/2004—to the OPERATOR “Water Supply and Sewerage” EAD, Burgas,
submitted to the Customer Service Center at 3 Gen. Vladimir Vazov St.,
accompanied by:
(1) information on existing or planned buildings and their intended use;
(2) the exact administrative address of the property (if determined);
(3) the exact property identifier according to the data from the cadastral map
and register; (for properties without a UPI identifier, property, or block);
(4) a title deed or a transferred building permit in the event of a change in
circumstances;
(5) a sketch—original or copy (excerpt)—from a valid Detailed Development Plan (DDP);
(6) a draft DDP with water and sewerage diagrams;
(7) a copy of a notarized power of attorney;
(8) a placement permit for movable structures;
(9) other
informationregarding the water supply network:
(1) information on the intended use of water on the property, data on projected water volume requirements for drinking, domestic, industrial, and firefighting needs, and the required water pressure;
(2) in the case of production facilities or business activities—information on the technological processes in which the water is used;
(3) the estimated/expected timeframe for preparing the investment project for the water supply connection;
(4) the estimated deadline for connecting the property to the water supply network;
(5) the estimated/expected timeframe for commissioning the facility in accordance with the provisions of the Spatial Development Act—for new construction projects or reconstructions, major renovations, or changes in the intended use of existing facilities;
(6) the need for a temporary water supply service to the construction site during construction;
(7) the method by which the applicant wishes to receive the initial data and connection conditions—on paper or in electronic form;
(8) other information at the applicant’s discretion.
Regarding the sewer network
(1) information on the types of wastewater—domestic, industrial, and stormwater—and data on projected design wastewater volumes;
(2) in the case of industrial facilities or business operations—information on industrial wastewater volumes and projected maximum concentrations of substances therein;
(3) estimated/expected timeframe for preparing the investment project for the sewer connection;
(4) estimated deadline for connecting the property to the sewer system;
(5) the estimated/expected date for commissioning the facility;
(6) the method by which the applicant wishes to receive the initial data and the conditions for connection—on paper or in electronic form;
(7) other information at the applicant’s discretion.
Upon submission of the application/Appendix 1/, THE APPLICANT shall pay at the Customer Service Center
on Gen. Vladimir Vazov St. No. 3, a fee
for reviewing the source data for connection to the water supply and/or sewer
network, in accordance with the Tariff under § 3, para. 2 of the supplementary
provisions of the Spatial Development Act.
Project approval is carried out on the basis of an Application for Project Approval
/Appendix 2/ submitted by the APPLICANT to the OPERATOR at “Gen.
Vladimir Vazov” St. No. 3, for which a fee is payable in accordance with the Tariff under
§ 3, para. 2 of the supplementary provisions of the Spatial Development Act (ZUT).
Approval of a project for building water and sewer connections is carried out through:
(1) a reference number from current baseline data issued by VIK EAD, Burgas;
(2) an investment project;
(3) a copy of an approved sketch or site plan;
(4) a copy of the title deed;
(5) where the water and sewer lines have not been put into operation and have not been transferred to the OPERATOR pursuant to the Agreement with the Burgas Water and Sewerage Association— the original of a notarized declaration from the owner of the water and sewer lines to which connections are planned;
(6) a copy of a notarized power of attorney;
(7) drawings—1 CD or USB drive.
Approval of a design for water and sewer distribution lines is carried out by
submitting an Application for Design Approval /Appendix 2/:
(1) reference number from current baseline data issued by VIK EAD, Burgas;
(2) working design;
(3) a copy of an approved sketch or site plan;
(4) a copy of the title deed;
(5) if the water and sewer lines have not been put into operation and have not been transferred to the OPERATOR in accordance with the Agreement with the Burgas Water and Sewer Association—the original of a notarized declaration from the owner of the water and sewer lines to which connections are planned;
(6) a copy of a notarized power of attorney;
(7) Drawings—1 CD or USB drive. Project approval for a change in property use (conversion), addition of a new story, or an extension is obtained by submitting an
Application for Project Approval /Appendix 2/:
(1) a copy of the title deed;
(2) a copy of a sketch approved by the OPERATOR for superstructures and extensions, and for conversions (in the case of a multi-unit building)—a copy of a sketch from the cadastre;
(3) 3 (three) original copies of the water and sewerage plans;
(4) an opinion from a water and sewerage engineer (for properties under condominium ownership);
(5) a copy of a notarized power of attorney;
(6) Drawings—1 CD or USB flash drive in the event of changes to building setbacks.
The connection agreement is concluded after submission of a written
Application for Conclusion of a Connection Agreement
/Appendix 3/ The OPERATOR conducts a review and provides the Agreement within 14 days
, provided that the investment project for the development of the property,
for the water supply and/or sewer connection to the
water supply and/or sewer network has been approved in accordance with the provisions
of the Spatial Development Act (ZUT). The documents required for the connection agreement are:
(1) a title deed or a transferred right to build in the event of a change in circumstances;
(2) the reference number of the current baseline data issued by VIK EAD, Burgas;
(3) a copy of the building permit for the structure;
(4) a copy of a site plan approved by the OPERATOR or an approved copy/excerpt from a valid Detailed Urban Plan (DUP);
(5) a copy of the investment project for the development of the property and the water supply connection thereto, approved in accordance with the Territorial Development Act (ZUT), certified by the head of the relevant operational district; for the Burgas area, certification also by the head of the “Sewerage” unit at VIK EAD, Burgas;
(6) a copy of a notarized power of attorney;
(7) A copy of the approved site plan from the Head of the Operational District
(8) an application for a new customer assessment / to open an account or a copy of the invoice for the paid fee to open an account for a central water meter for permanent supply;
